Long Description:
An ocean world under military occupation for over a century. A population that has never forgiven what was done to it. In the pressurised tiers of a vast undersea arcology, resistance lives in spiritual movements, union halls, and criminal networks the occupiers cannot destroy without destroying the economy they depend on.
Three objectives. Each demands different skills. Each carries moral weight the scenario deliberately refuses to resolve.
The antagonist is a counter-intelligence director who has broken five networks and is already watching. A local sleeper contact is six years deep and beginning to crack. Between operations, pressure seals fail, industrial tiers flood. The ocean does not care about mission deadlines. The locals will bear the pressure now and into the future.
