So if you are a Gen Con Staff member/volunteer and you are wearing the black vest with the embroidered logo that means you are pretty high up aka Captain or have been doing it this for years right?
In general, yes. I think the theoretical path is 3 years at lower-than-captain rank before Captain.
But some people can be fast-tracked without going through the apprentice->deputy->captain path. For example, I was fast-tracked from T-shirt Volunteer to Senior Volunteer (the term for us before "Captain") for Star Wars Celebration 3 (18 years ago). But that was after several years as a T-shirt and getting to know Gen Con staff and them getting to know me.

So a little "roll play" game. If said Gen Capt was tasked with checking vaxx wrist bands in the Hot Games Room which choice would be best?
A) Hi folks my name is John Doe, can you please hold up your wrists so I can check your bands?
or what actually happened to me and my (2) female friends
B) HANDS ON THE TABLE WHERE I CAN SEE THEM!
I can say they were so bothered by the way he handled it that we left the room 2 hours before our 4 hour time was over
I'm sorry for your experience. Individual captains are, well, individuals. Some are less... socially adept than others.
Frankly, I ask for wristbands by holding up my fist in a "Solidarity" sign and expect people to recognize what I mean (especially as I tend to do things like this in lines as people walk past me - note, this is at a different convention, where they used wristbands rather than badges long before Covid). I even say things like "Solidarity" when people go by. I haven't been on Vax (or badge) patrol, since I sit at a headquarters all day.
Also not surprising that someone already opposing everything Gen-Con is doing related to the pandemic is reporting the worst experience of the convention
Now at the end of the day when I see someone in a Gen Con vest aka an official role it matters not to me whether they are staff of volunteers. They should all be trained. I get it a lot of our fellow gamers are sometimes lacking social/people skills but that should not be my issue. They should know how to deal with people.
I also did not reply in an equally hostile manner to avoid escalating the situation. Not that I was worried about causing a scene but honestly the threat/reality of losing my Gen Con badge forever was on the back of my mind. The past years have seen you permanently banning folks for things that happen outside of GC or before the convention even opened.
At this point it is what it is. My female friends were put of by your guy as well as the BGG Screaming Nazi lady.
I just hope you will consider using this as a teachable moment so it doesn't happen to someone else at a future GC
