Acoustic Music on Georgia?

I have attended GenCon about 20 years now. My bandmate and I had designs on providing acoustic music for night time georgia street patrons - some gaming based original songs songs, Firefly theme, Jonathan Coulton, things like that - but we were shut down because we didn't have a permit from GenCon.

How would I go about getting a permit for this? We just want to play and sing some songs for our people. :)
